No imperialist tutelage or authoritarian continuity
Statement –– The Political Bureau of the Central Committee of the Communist Party of Venezuela (PCV) ─ elected by the XVI National Congress, Nov. 2022─ reiterates its strongest and most categorical condemnation of the criminal bombings carried out by United States military forces on the city of Caracas and other locations in the country during the early morning hours of January 3, an action that constitutes a serious aggression against national sovereignty and a flagrant violation of international law.
The PCV rejects the violent and illegal detention of citizens Nicolás Maduro Moros and Cilia Flores, carried out in the context of this foreign military intervention. The United States is once again acting as the world’s policeman, applying its laws extraterritorially and openly disregarding the principles of sovereignty, self-determination of peoples, and non-interference. US laws have no jurisdiction in Venezuela, and no foreign power is entitled to impose its will by force of arms.
This position does not imply, under any circumstances, any political defense of the authoritarian, anti-democratic, anti-worker, and anti-popular administration of Nicolás Maduro, who exercised de facto power as President of the Republic. Maduro and the leadership of the United Socialist Party of Venezuela (PSUV) have been responsible for serious violations of the Constitution, the laws, and the political, labor, and social rights of working people, creating favorable conditions for imperialist plans of siege and aggression against the country.
Three days have passed since the military aggression by Donald Trump’s government, and so far the Venezuelan authorities have not presented an official report on civilian and military casualties, the material damage caused by the bombings, much less an explanation for the security forces’ inability to detect and respond to a foreign military aggression. This silence is not only unacceptable, but suspicious. The country has a right to know the truth about the consequences of this act of war.
Donald Trump has openly confirmed that the supposed “fight against drug trafficking” was nothing more than a vulgar excuse to cover up his true objectives: control of Venezuela’s oil and strategic resources. His statements, in which he affirms that he will govern Venezuela and take charge of administering its oil resources, confirm the openly neocolonial and predator nature of this intervention.
The fact that the Trump administration has made public its demands on the new Venezuelan authorities—including privileged access for US companies to the country’s oil resources, as well as a ban on the sale of crude oil and the severing of relations with nations that the administration considers enemies of US interests— confirms that the conflict currently afflicting Venezuelans is part of the fierce dispute between imperialist powers and rising capitalist nations for control of markets, raw materials, trade routes, and areas of influence, in the context of a worsening structural crisis of capitalism on a global scale.
The facts also confirm what the PCV has repeatedly denounced: the PSUV leadership was negotiating behind the country’s back with Washington, while the Venezuelan people were plunged into an acute political, economic, and social crisis. Proof of this are the calls for “cooperation” and “shared development” made by Delcy Rodríguez in the face of threats and impositions by the imperialist power.
It should also be noted that this military operation was irresponsibly promoted by the most reactionary sector of the opposition, led by María Corina Machado, who has now been displaced by her own allies, who have made it clear that neither democracy nor human rights guide their actions, but rather that their true ambitions are focused on controlling and appropriating Venezuela’s energy industry, even if that means maintaining the current regime as their enforcement arm.
U.S. military interference, although encouraged by internal sectors, does not contribute to overcoming the national crisis; on the contrary, it aggravates it. The living conditions of the Venezuelan people continue to deteriorate, while the ruling elite takes no measures to restore the rights and dignity of the working class.
We also warn of the dangerous implications of the recent decree of exception, which could become an instrument of repression in the hands of actors who have maintained their hegemony through terror after losing popular support.
The PCV insists on the urgent need to build a popular, constitutional, democratic, and sovereign political solution to the crisis. Neither occupation nor imperialist tutelage, nor the continuation of the authoritarian regime, constitute favorable solutions for the working people.
That all persons arbitrarily detained following Nicolás Maduro’s invalid proclamation as president be released immediately, including Enrique Márquez, who was kidnapped a year ago for demanding the publication of the presidential election results, as well as all activists imprisoned for fighting for and defending the constitutional rights of the Venezuelan people.
Wages and pensions must be rescued from the abyss into which the PSUV’s neoliberal program has plunged them. The dignity of Venezuelan working families depends on it.
The way out of the current dangerous crisis and the real threat of an imperialist military escalation is to put an end to the authoritarian regime and restore constitutional order by reestablishing democratic freedoms and immediately calling presidential elections, with full guarantees for citizens and political organizations. To this end, the current CNE authorities must resign and political parties—including the PCV—must regain their legal status.
The struggle for the restoration of the Constitution and the rule of law calls on all revolutionary, popular, and genuinely democratic forces in the country.

Ni tutelaje imperialista ni continuismo autoritario: Por una salida popular, democrática y soberana a la crisis
Comunicado.- El Buró Político del Comité Central del Partido Comunista de Venezuela (PCV) ─Electo por el XVI Congreso Nacional, Nov.2022─ reitera su más firme y categórica condena a los criminales bombardeos ejecutados por fuerzas militares de los Estados Unidos sobre la ciudad de Caracas y otras localidades del país durante la madrugada del 3 de enero, acción que constituye una grave agresión contra la soberanía nacional y una flagrante violación del derecho internacional.
El PCV rechaza la violenta e ilegal detención de los ciudadanos Nicolás Maduro Moros y Cilia Flores, realizada en el marco de esta intervención militar extranjera. Estados Unidos actúa una vez más como gendarme del mundo, aplicando de manera extraterritorial sus leyes y desconociendo abiertamente los principios de soberanía, autodeterminación de los pueblos y no injerencia. Las leyes estadounidenses no tienen jurisdicción en Venezuela, y ninguna potencia extranjera está facultada para imponer su voluntad por la fuerza de las armas.
Esta posición no implica, bajo ninguna circunstancia, defensa política alguna de la administración autoritaria, antidemocrática, antiobrera y antipopular de Nicolás Maduro, quien ejercía de facto la Presidencia de la República. Maduro y la cúpula del Partido Socialista Unido de Venezuela (PSUV) han sido responsables de graves violaciones a la Constitución, a las leyes y a los derechos políticos, laborales y sociales del pueblo trabajador, creando condiciones favorables para los planes imperialistas de asedio y agresión contra el país.
Han transcurrido tres días desde la agresión militar del gobierno de Donald Trump y hasta el momento las autoridades venezolanas no han presentado un reporte oficial sobre las víctimas civiles y militares; los daños materiales ocasionados por los bombardeos y mucho menos una explicación sobre la incapacidad de las fuerzas de seguridad para detectar y responder a una agresión militar extranjera. Este silencio no solo es inaceptable, sino sospechoso. El país tiene derecho a conocer la verdad sobre las consecuencias de esta acción bélica.
Sin tapujos, Donald Trump ha confirmado que la supuesta “lucha contra el narcotráfico” no era más que una vulgar coartada para encubrir sus verdaderos objetivos: el control del petróleo y de los recursos estratégicos venezolanos. Sus declaraciones, en las que afirma que gobernará Venezuela y se encargará de administrar los recursos petroleros, confirman el carácter abiertamente neocolonial y depredador de esta intervención.
El hecho de que la administración de Trump haya hecho públicas sus exigencias a las nuevas autoridades venezolanas —entre ellas, el acceso privilegiado de las compañías estadounidenses a los recursos petroleros del país, así como la prohibición de vender crudo y la ruptura de relaciones con naciones que dicha administración califica como enemigas de los intereses de Estados Unidos— confirma que el conflicto que hoy padecen los venezolanos forma parte de la feroz disputa entre las potencias imperialistas y las naciones capitalistas en ascenso por el control de mercados, materias primas, rutas comerciales y áreas de influencia, en el marco de una agudización de la crisis estructural del capitalismo a escala mundial.
Los hechos también ratifican lo que el PCV ha denunciado reiteradamente: la cúpula del PSUV negociaba a espaldas del país con Washington, mientras el pueblo venezolano se sumía en una aguda crisis política, económica y social. Prueba de ello son los llamados a la “cooperación” y al “desarrollo compartido” realizados por Delcy Rodríguez frente a las amenazas e imposiciones de la potencia imperialista.
No debe perderse de vista, además, que esta operación militar fue impulsada de manera irresponsable por el sector más reaccionario de la oposición, encabezado por María Corina Machado, hoy desplazada por sus propios aliados, quienes han dejado en evidencia que ni la democracia ni los derechos humanos guían su accionar, sino que sus verdaderas ambiciones se concentran en el control y la apropiación de la industria energética venezolana, aun cuando eso signifique mantener la continuidad del actual régimen como su brazo ejecutor.
La injerencia militar estadounidense, aunque alentada por sectores internos, no contribuye a superar la crisis nacional; por el contrario, la agrava. Las condiciones de vida del pueblo venezolano continúan deteriorándose, mientras la élite gobernante no adopta medida alguna orientada a recuperar los derechos y la dignidad de la clase trabajadora.
Advertimos además sobre las peligrosas implicaciones del reciente decreto de excepción, que puede convertirse en un instrumento de represión en manos de actores que han sostenido su hegemonía mediante el terror, luego de haber perdido respaldo popular.
El PCV insiste en la necesidad impostergable de construir una salida política de carácter popular, constitucional, democrática y soberana a la crisis. Ni la ocupación ni el tutelaje imperialista, como tampoco la continuidad del régimen autoritario, constituyen soluciones favorables para el pueblo trabajador.
Que todas las personas detenidas arbitrariamente tras la proclamación írrita de Nicolás Maduro como presidente sean liberadas de manera inmediata, incluido Enrique Márquez, secuestrado desde hace un año por exigir la publicación de los resultados de las elecciones presidenciales, así como todos los activistas encarcelados por luchar y defender los derechos constitucionales del pueblo venezolano.
Los salarios y las pensiones deben ser rescatados del foso en el que los ha hundido el programa neoliberal del PSUV. La dignidad de las familias trabajadoras venezolanas depende de ello.
La salida a la peligrosa crisis actual y la amenaza real de una escalada militar imperialista, pasa por poner fin al régimen autoritario y restituir el hilo constitucional mediante el restablecimiento de las libertades democráticas, la convocatoria inmediata a elecciones presidenciales, con plenas garantías para la ciudadanía y las organizaciones políticas. Para ello, las actuales autoridades del CNE deben renunciar y los partidos políticos ─entre ellos el PCV─ deben recuperar su personalidad jurídica.
La lucha por la restitución de la Constitución y del Estado de derecho convoca a todas las fuerzas revolucionarias, populares y genuinamente democráticas del país.
