Remarks by the Communist Party of Venezuela (PCV) in Havana

Dear comrades:

Receive a fraternal greeting from the Communist Party of Venezuela (PCV).

In a very special way, we salute the extraordinary effort made by the comrades of the Communist Party of Cuba, who, despite the very serious situation they face, in the midst of the intensification of the ruthless and multifaceted imperialist attack, are the hosts of this 24th edition of the International Meeting of Communist and Workers’ Parties (IMCWP). May the Cuban people and their revolutionary vanguard receive the reaffirmation of the solidarity of the Venezuelan communists.

We would also like to take this opportunity to thank the sister parties for their expressions of solidarity with the working class and the Venezuelan people in the face of the tragedy caused by the earthquakes of June 24, which have left more than 6,000 dead, thousands missing and nearly 18,000 homeless. Working families were the main victims of this natural disaster, which highlighted the tragic economic, social and institutional reality of our country.

It is significant that this IMCWP coincides with the centennial of Commander Fidel Castro, whose enlightening ideas and moral strength continue to guide the actions and heroic resistance of the Cuban people. Fidel is also one of the main references of the revolutionary struggle against capitalism and imperialism, and for the triumph of socialism-communism throughout the planet.

In moments of violent sharpening of the class struggle on a planetary scale, his stature grows in Cuba, in Latin America, and throughout the world. The famous phrase of the Inca sage Choquehuanca, in his tribute to the Liberator Simón Bolívar in Pucará, applies perfectly to Fidel: “His glory will grow like the shadow as the sun sets.”

The Class Struggle and the Global Dictatorship of Monopoly Capital

The capitalist world is shaking in the face of the deepening dispute between the imperialist powers for the control of strategic resources, markets and areas of geopolitical influence. A new division of the world between the imperialist powers – traditional and emerging – is making its way in the midst of a dynamic of bloody economic, social and political upheavals.

In particular, the purpose of U.S. monopoly capital to impose  its planetary hegemony – under the administration of Donald Trump – has raised tensions with its main competitors, China and Russia, placing humanity on the brink of a world conflagration.

In this context, the fundamental contradiction between capital and labor becomes acute. The bourgeoisies and their states are trying, at all costs, to compensate for the growing tendency of the rate of profit to fall, determined by the acceleration of the growth of constant capital with respect to variable capital. This process tends to intensify as a result of inter-imperialist and intra-capitalist competition, in a context marked by greater automation in industrialized nations, the race for technological innovation and the expansion of massive credit bubbles.

This generates a drastic reduction in the employed workforce, the reduction of wages and, in general, the imposition of labor deregulation policies, as well as the dismantling of social protection systems. This situation is exacerbated by the budgetary adjustments made by the bourgeois states by allocating greater resources to wars and militaristic plans, as is currently the case in Europe.

All this produced an important fightback from the workers’ and trade union movements in different parts of the world, while at the same time raising the need for an increasingly important role for the revolutionary parties of the working class and class-based trade unionism.

In this global dynamic, Israeli Zionism, as an expression and armed wing of imperialist interests, imposes an agenda of violence, occupation, dispossession and death at the service of monopoly capital. The genocidal offensive against the Palestinian people is the most brutal expression of this policy, sustained by military force, forced displacement, the systematic destruction of living conditions and the denial of the rights of the Palestinian people.

The CPV reaffirms its full internationalist solidarity with the martyred people of Palestine and with their legitimate struggle for self-determination and national liberation, as well as with the peoples of Iran, Lebanon, Syria and other peoples who are victims of imperialist and Zionist aggression.

Global fascism and a new anti-communist offensive

Global fascism in the twenty-first century emerges as an expression of the authoritarian political power of big monopoly capital – with the predominance of finance capital – which, through force, subjugates its adversaries, turning international law and its institutions into obsolete and inapplicable instruments. The workers and the popular masses, in general, are the great victims of the imposition of the global terrorist dictatorship of the capitalist system in its imperialist phase, characterized by the greatest monopoly concentration of all time and governed by the dictates of financial speculation.

An inherent feature of fascism is anti-communism. Precisely, the current US administration has once again placed anti-communism at the centre of its discourse and its political offensive. Recently, Donald Trump claimed that “communism remains the greatest threat” facing the U.S. and called socialism, communism, and totalitarianism “evil ideologies.”

This statement is a particularly clear expression of the ideological offensive that Washington is waging against communism and revolutionary forces. A new McCarthyism is thus predicted that, as in the past, could spread against the entire range of socialist and leftist expressions. It is not surprising that this method is based on the stigmatization and criminalization of any person or organization that assumes itself to be Marxist-Leninist, anti-imperialist, anti-capitalist or leftist. The battle against anti-communism will have to be fought in all fields, the ideological field being one of the fundamental ones.

At this point, it is also necessary not to lose sight of the role of social democracy and “progressivism,” which, by defrauding the masses, dismantling or weakening the revolutionary and anti-capitalist potential of the proletariat and concealing the true class nature of fascism as a political expression of imperialism in times of deep capitalist crisis, contribute to the advance and consolidation of the terrorist dictatorship of big capital,  even going so far as to put themselves at their service.

The imperialist offensive towards Latin America

U.S. imperialism is deploying a political and military offensive in Latin America and the Caribbean aimed at ensuring full control of the region. To do this, it  wields the so-called “Trump Corollary” of the Monroe Doctrine, in its  drive to contain the influence of China and Russia. Through political manipulations and pseudo-legal resources, it seeks to justify its criminal interventionism, under the pretext of combating drug trafficking and terrorism and defending the security of the United States.

With such pretexts and in violation of international law, since August 2025 it deployed the so-called Operation Southern Spear in the waters of the Caribbean Sea and the Eastern Pacific, mobilizing, under the Pentagon’s Southern Command, a military force of unprecedented magnitude in Latin America. After months of extrajudicial executions in international waters – with the unpunished murder of Venezuelan, Colombian and Caribbean island civilians – and arrests and assaults on ships carrying Venezuelan oil, it proceeded to attack Venezuela.

The U.S. military deployment in the Caribbean and the aggression against Venezuela are part of a general offensive against the Latin American and Caribbean peoples, aimed at thwarting their struggles for more just, democratic and sovereign societies. In this context, Washington has intensified a plan of economic and energy asphyxiation against revolutionary Cuba, accompanied by growing threats of military intervention, with the purpose of provoking the collapse and defeat of the Cuban Revolution.

At the same time, U.S. imperialism has managed to position governments aligned with its policy of domination in countries such as Argentina, Panama, Ecuador, Paraguay, the Dominican Republic, El Salvador, Chile, Bolivia, Costa Rica, Honduras, Colombia and Peru. To this list must be added the current government of Venezuela, despite the deceptive rhetoric of the leadership that holds power.

In examining this new correlation of political forces in Latin America, it is necessary for communists, from a class perspective, to identify the role played by social reformism, as well as  its limitations, inconsistencies and ambiguities.

Venezuela under Yankee tutelage

On January 3 of this year, the U.S. carried out a military assault operation against Venezuela and kidnapped the de facto President of the Republic, Nicolás Maduro, and his wife, Cilia Flores, while murdering Venezuelan and Cuban personnel who were serving as presidential guards.

The PCV immediately condemned this action as an act of cowardly imperialist aggression, totally contrary to international law. We also denounce the absence of a military response by the Venezuelan State in defense of sovereignty and territorial integrity, violated by the attack by U.S. military forces and the subsequent daily presence of foreign officers and troops in our country.

The Venezuelan people thus  discovered their defenselessness in the face of the pretensions of a foreign power and the inability of the State to guarantee sovereignty and national security. The challenging speeches against imperialism and the promises to defend the homeland “even with one’s life, if necessary” ended up revealing themselves as the empty rhetoric of a leadership that, shamefully, places Venezuelan territory and its natural resources at the service of the interests of the tyrants of the north.

This confirms our long-standing denunciation of the character of the PSUV. The only interest of its leadership is to retain power at any cost: not only through the destruction of labor rights and the violation of democratic freedoms, but through the surrender of the country and the frustration of the struggles waged for decades by the Venezuelan people, the true revolutionaries and patriots who want a free and sovereign nation.

The capitulation of the triumvirate of indignity

Immediately after the U.S. military assault and the kidnapping of Maduro, illegitimacy continued in the exercise of political power through a “transitional” government, presided over by Delcy Rodríguez, who, together with Jorge Rodríguez and Diosdado Cabello, makes up the so-called triumvirate of indignity. This group has oriented its policies towards the surrender of the country and its strategic resources at the service of the interests of continental and world domination of US imperialism and Israeli Zionism, in open agreement with sectors of the bourgeois opposition.

Cynically, the corrupt and treacherous leadership of the PSUV tries to justify its diplomatic understanding with the United States government by appealing to a supposed pragmatism to preserve the so-called “revolutionary” government. However, the surrender of energy sovereignty to transnational corporations, the adoption of positions coinciding with imperialist foreign policy and the presence of the CIA, as well as U.S. Marines in Venezuelan territory, reveal a behavior subordinated to interests alien to those of the nation and far from any revolutionary principle.

This behavior also disproves the argument that they act only under threat. The ruling elite has not even formally denounced before the  appropriate international bodies the use of U.S. military force to intimidate a sovereign nation. A true revolutionary leadership would have confronted imperialist interventionism in all fields and consistently defended national sovereignty.

Among the first measures adopted by the so-called “transitional government” was the total cessation of the supply of crude oil and fuels to Cuba. Shortly after, he promoted a comprehensive reform of the Organic Law of Hydrocarbons that deepens the transfer of the oil business to transnational companies, giving continuity to the special privileges granted by Maduro to Chevron.

This reversed a historic conquest of national sovereignty over hydrocarbons, the defense of which was one of the great struggles of the oil workers and the Communist Party of Venezuela since 1936. That struggle had a turning point with the oil nationalization of 1975 and was later expanded during the government of Hugo Chávez.

Trump has cynically admitted that the U.S. has already more than recovered the cost of the military operation against Caracas by controlling Venezuelan oil, to which is added a slice of more than 13 billion dollars in just six months. In the face of this looting, the triumvirate of the two Rodríguezes and Diosdado Cabello remains silent and allows the country’s oil wealth to end up in the hands of imperialism, in a scenario where almost 70% of Venezuelan households live in poverty and a third face extreme poverty.

From the surrender of the PSUV to the imperialist protectorate

The recent tragedy caused by the earthquakes of June 24 highlighted the institutional collapse of the country and the non-existence of a government focused on the needs of the people. At the same time, it confirmed the absence of autonomy of the ruling elite, which allowed the entry of US military forces and officers of the Zionist State of Israel under the pretext of humanitarian assistance.

How could a sovereign nation, governed by a leadership that still proclaims itself “revolutionary”, end up becoming a neocolonial oil protectorate? To understand this, it is necessary to consider the historical role assigned to Venezuela in the international division of labor: a strategic supplier of fossil fuel energy for the Western imperialist powers, particularly for the United States.

The inter-imperialist dispute for control of Venezuelan resources has been exacerbated by the growing presence of Russian, Chinese, Turkish and Iranian capital. In this context, and in the face of the military escalation in the Middle East, Donald Trump’s government executed its plan of aggression against Venezuela. However, the events and conduct of the Venezuelan civilian and military leadership indicate that this was not only a military operation, but also a political maneuver aimed at subordinating the ruling elite to the interests of U.S. imperialism.

This situation was favored by the deep crisis of capitalist accumulation and the collapse of oil prices, to which the government of Nicolás Maduro responded with years of anti-worker, anti-popular and anti-democratic policies. The embezzlement of public resources, the transfer of enormous resources to the parasitic bourgeoisie and finance capital and an economic policy favorable to big capital deepened inequality and fueled the rejection of broad popular sectors.

At the same time, a labor policy was applied aimed at destroying wages and dismantling rights won by workers during decades of struggle. Under the alibi of a false resistance to the criminal imperialist sanctions, a policy of superexploitation of the labor force was generalized through the destruction of wages, the weakening of collective agreements, restrictions on the right to strike and freedom of association and the judicial criminalization of the workers’ struggle.

Added to this process was the offensive against democratic freedoms and political participation. The leadership of the PSUV ordered the judicial assault of numerous parties. In the case of the PCV – a case which is about to turn three years old – the judicial process violated the right to defense and constitutional guarantees. Finally, a court subordinate to the political power handed over the legal personality of the PCV to PSUV militants. With this, the Venezuelan working class was stripped of its main instrument of political and electoral participation.

The PCV, despite this de facto outlawing, continues to fight; demanding the restitution of its legal personality and its electoral card; and willing to assume the corresponding forms of struggle in defense of the interests of the working class and the working people.

At the same time, the enrichment of senior military commanders through businesses linked to the State undermined the morale and institutions of the Armed Forces. Corruption, authoritarianism, lack of transparency, violations of social and human rights, and disregard for the popular will expressed in the 2024 presidential elections deepened the institutional collapse of the Republic. Added to this was the action of an opposition that openly promoted imperialist intervention as a false way out of the political crisis, thus contributing to creating the conditions that facilitated the US military operation.

For a democratic, popular and sovereign alternative

Currently, the U.S. State Department coordinates with the triumvirate of indignity – Delcy and Jorge Rodríguez  and Diosdado Cabello – and with docile sectors of the opposition, the implementation of a supposed “democratic transition” plan, whose real purpose is to consolidate U.S. control over Venezuela.

We maintain that this process is contrary to the constitutional order. It is unacceptable that Venezuela’s political future is decided under the tutelage of a foreign power.

Faced with this situation, the PCV, together with various political and social organizations, is advancing in the construction of a policy of popular and democratic unity to rescue the Constitution, defend national sovereignty and confront looting, authoritarianism and foreign tutelage.

The objective is to converge in a great national movement for the restitution of social rights and democratic freedoms, as well as for the sovereignty and independence of the homeland. It is about the Venezuelan people resuming the path of their historic struggle for emancipation and against all forms of foreign domination.

With this conviction, our Party has convened its XVII National Congress for March 2027 and is heading towards the celebration of its centenary on March 5, 2031.

On the Communist Parties of the World: The Necessary and Possible Unity

The complex reality of the class struggle and the globalization of the reactionary violence of capital impose on the communist and workers’ parties the need to creatively use the theory of scientific communism to initiate, organize and lead a revolutionary way out of the quagmires in which the capitalist system places humanity. Today, more than ever, the historical dilemma between “reform or revolution” is once again at the center of the debate of the proletariat and its organizations.

It is no secret that among  the world’s Communist and Workers’ Parties there are important differences on crucial theoretical and political issues. If these are not adequately addressed, they could deepen the already fragile unity of all our organizations, favoring the strategy of the enemies of the working class and the peoples who, despite their own contradictions, advance in a coordinated manner in the defense of their interests

For this reason, from the PCV we consider it essential that the IMCWP continues to exist as a space for meeting, exchange and debate between our parties, despite our recognized differences. In this framework, we propose to strengthen the study and collective discussion of the main problems that cross the international communist movement.

The unity of the proletarians of the world also requires the strategic unity of their vanguard organizations, based on the firmness of principles, fraternal debate and the ability to build agreements for common action.
