Caracas, April 18, 2022

Mrs. María Helena André

Director of the Bureau for Workers’ Activities (ACTRAV)

Cc: Mr. Guy Rider, Director General of the ILO

Respectfully Madam, I send you cordial greetings on behalf of the Executive Committee of the Central Unitaria de Trabajadores de Venezuela (CUTV).

The purpose of this letter is to formally request the inclusion of our trade union center as a participant in the activities of the Social Dialogue Forum to be held in Venezuela from April 25 to 28 of this year, including the previous meeting with the trade union centers, scheduled for April 24.

The reasons for this formal request lie in the fact that the CUTV was not summoned to the formal opening of the Forum for Social Dialogue in the Bolivarian Republic of Venezuela, held on March 7, and therefore does not appear on the list of Venezuelan trade union organizations that will participate in the aforementioned tripartite process, notwithstanding the fact that the CUTV was one of the workers’ organizations consulted by the Commission of Inquiry established to examine the observance by the Government of the Bolivarian Republic of Venezuela of Conventions 26, 87 and 144.

The CUTV, affiliated to the World Federation of Trade Unions (WFTU), is a trade union center legally constituted since 1963, with a history in the Venezuelan trade union movement and which has been represented, at different times, at the International Labor Conference.   Our center develops organizational work, training and union struggles among male and female workers, both in the public and private sectors, although it has been affected in recent years by discriminatory behavior on the part of governmental authorities, due to our independent and autonomous action.

It is for all of the above reasons that, appealing to the need for the development of an inclusive tripartite social dialogue, with guarantees and full respect for the autonomy and plural representation of workers’ organizations, we insist on requesting the full inclusion of the Central Unitaria de Trabajadores de Venezuela (CUTV) in the dialogue process that will take place in the coming days in Caracas, with the presence and technical assistance of the ILO.

Awaiting a satisfactory response, we reiterate our cordial greetings.

For the Executive Committee of the CUTV:

Pedro Eusse

Secretary General
